Job Title: Lead Permitting Engineer/ Regulatory Affairs
Location: AKSAY, Kazakhstan
Job Description Summary: The Lead Regulatory Affairs / Permitting Engineer is responsible for ensuring that all project design and engineering documentation complies with the applicable regulatory and legislative requirements of the Republic of Kazakhstan. The role focuses on preparation and coordination of the full set of documents required for passing State Expertise, addressing motivated comments, and coordinating regulatory interfaces across disciplines. This position acts as the key liaison with RoK authorities, environmental and licensing agencies, and internal engineering departments.
Qualifications:
* Bachelor’s degree in Engineering (Civil, Environmental, Chemical, or related field); Master’s preferred.
* Proven experience in permitting, environmental compliance, and regulatory processes.
* Strong understanding of local RoK regulations, including State Expertise procedures.
Experience: Minimum of 10 years of relevant experience in permitting or environmental compliance. Experience in preparation and coordination of project documentation packages for FEED and detailed design.
Responsibilities:
* Coordinate the development and timely submission of all documents required for passing State Expertise, including:
**General Explanatory Note
**Technical Assignments
** Project Passport
* Construction Organization Plan (ПОС)
* Cost Estimate Documentation
* Ensure that all documentation complies with current RoK codes, norms, and standards (SN RK, SP RK, GOST, etc.).
* Work closely with Engineering discipline leads (Civil, Electrical, Mechanical, Process, etc.) to gather inputs required for the regulatory package
* Liaise with the Environmental Engineer to ensure alignment with environmental permitting requirements.
* Participate in public hearings, ensuring technical documentation and environmental assessments are aligned and presented in compliance with regulatory standards.
